Make it known in the king's court. A sincere cry of warning carries danger. Announce it from the city. It is not favorable to take up arms. Favorable to have somewhere to go.

Judgment Commentary
Breakthrough means decision: the firm decides against the yielding. It is vigorous and joyful, decisive yet harmonious. Making it known in the king's court means that the yielding rides above five firm lines. A sincere cry of warning carries danger, yet precisely through danger the matter becomes clear. Announcing it from the city and not taking up arms means that what is favored would otherwise run to exhaustion. Favorable to have somewhere to go means that the growth of the firm reaches completion.
